Former CID Spokesperson Twine and Mutwe Charged, Remanded

Charles Twine, the former spokesperson for the Criminal Investigations Directorate (CID), has been charged alongside Noah Mutwe with inciting violence, hate speech, spreading malicious information, and conspiracy to commit a felony.

Twine, who has been in detention for two weeks, appeared in court on Thursday alongside Mutwe, a bodyguard of National Unity Platform (NUP) President Robert Kyagulanyi, before Buganda Road Chief Magistrate Ronald Kayizzi.

According to the prosecution, Twine allegedly used electronic social media messages to incite Mitala Noah, also known as Nuwa Mutwe, to attack and cause the death of the President of Uganda using pavers, citing political motives. Additionally, he is accused of inciting Mutwe to target General Muhoozi Kainerugaba for similar reasons.

Both Twine and Mutwe face charges under the Computer Misuse Act for hate speech. The prosecution claims they used a computer to disseminate information portraying Speaker of Parliament Anita Annet Among as a corrupt individual and the chief sponsor of violence in Bukedea District, which could incite hostility against her.

Twine is further accused of labeling Deputy Speaker Thomas Tayebwa as “a money launderer, a masquerader, and a fraudster,” while allegedly referring to General Muhoozi Kainerugaba as “a fat pig and a crook.” He is also accused of calling General James Birungi “a crook and a killer” and making statements suggesting that “the Bahima are killers,” which the prosecution argues were intended to incite hostility against the Bahima ethnic group.

Additionally, the prosecution alleges that Twine and Mutwe conspired to commit a felony by inciting violence against the President of Uganda and General Muhoozi Kainerugaba, the Chief of Defence Forces.

Both Twine and Mutwe denied the charges and were remanded to Luzira Prison until June 5th.
