General Salim Saleh, brother to President Yoweri Museveni and National Coordinator of Operation Wealth Creation (OWC), has addressed speculation surrounding his land holdings in Kampala.

On Thursday, he announced plans to initiate a full-scale investigation into “who owns the land in Kampala,” aiming to dispel the widespread belief that he controls large portions of the city’s land.

Speaking at the Musevenomics Conference in Kampala, Saleh clarified, “Everybody thinks I own half of Kampala, but in reality, I own only about two acres—maximum.”

Study on Land Ownership in Kampala

The proposed study, titled “Who Owns Land in Kampala City,” was suggested by Professor John Kigula, a specialist in Land Law at Makerere University.

Its objective is to determine the actual landowners, address “historical injustices,” and “promote coexistence among opposing forces.” Saleh emphasized that understanding land ownership in Kampala is a crucial issue that warrants thorough examination.

Clarifying His Land Ownership in Kapeeka

During his speech, Saleh also responded to inquiries regarding his ownership of Namunkekera land in Kapeeka, Nakaseke District. He disclosed that the Internal Security Organisation (ISO) had recently approached him for details on how he acquired the land and its current utilization.

Expressing confidence in his documentation, he stated that he had thoroughly studied the history, ownership, and use of the Namunkekera estate. He also highlighted the role of Namunkekera–Liao Shen Industrial Park in Kapeeka, which he oversees, noting its contribution to Uganda’s economy.

The industrial park, developed as a joint venture, houses multiple industries, including fruit processing and ceramics manufacturing. Under the supervision of Operation Wealth Creation, it has created employment opportunities for over 2,000 youths, reinforcing government efforts toward industrialization and job creation.
